On 10 December 2025, the German Federal Ministry for the Environment (BMUKN) published the second draft of the amendments to the GHG-quota (“THG-Quoten”) law, part of the Federal Immission Control Act (BImSchG), the German implementation of RED III with respect to targets for renewable energy in transport.
The Federal Cabinet has approved the amendments, and now the focus shifts to Parliament, for government approval. It is unclear when it will all be approved, but it is unlikely to be ready for the start of the new year. This may cause some complications for market players, requiring operational shifts mid-year 2026.
