Slightly laxer allocation suggested in new benchmark leak

Over the weekend, a presentation prepared for the Climate Change Committee – the body tasked with approving the European Commission’s proposed benchmarks – was leaked.

The presentation reiterated the benchmark update methodology set out in the EU ETS Directive, and highlighted the legal flexibility (or lack thereof) afforded by the central legislation.
