Irish ETS compromise text largely in line with the Commission’s proposal

The Irish presidency of the Council has put forward a first draft compromise text on the Emissions Trading System (ETS) revision, following discussions in the Environment Council on 12 October that showed member states’ positions are wide apart. The leaked draft, shared by Politico and seen by Veyt, will reportedly be discussed when climate attachés meet in the Working Party on the Environment.

The update sets out how the text compares with the Commission proposal on the European Union Allowance (EUA) supply trajectory to 2040, the Market Stability Reserve, removals, international credits, the treatment of shipping emissions priced under a global International Maritime Organisation measure, and free allocation linked to decarbonisation plans.
