Benchmark leak gives a first look at sector-specific fallbacks

In a presentation for the Climate Change Committee (CCC), leaked recently, the European Commission argues that freezing benchmarks at 2021-2025 levels as preferred by Italy and Poland would not be an adequate response, as it would trigger the Cross-Sectoral Correction Factor at a rate of 0.87 (equivalent to a 13% cut to free allocation across the board).
