More clarity on the Investment Booster

The ETS review aims to spur much more investment in industrial decarbonisation. The core instrument for that will be the Industrial Decarbonisation Bank, which in its first years will operate as a ‘booster’ handing out not money but EUAs. The legislative proposal on ETS review presented today stipulates how the new instruments should operate in terms of sourcing, eligibility, selection of projects, etc. It also suggests giving the European Commission the power to provide more detailed rules.
