Starmer resigns, EU postpones summit

In a whirlwind couple of days, the EU-UK carbon market linking timeline has taken a fresh blow. As of yesterday, Keir Starmer has formally resigned as the UK Prime Minister, prompting the EU to postpone the bilateral summit that had recently been scheduled for 22 July. Until a new UK leader takes office, Brussels has pumped the brakes on reaching a final agreement on all three of the established areas of cooperation.
