Poland, Latvia, Lithuania, Malta, and Italy opposed voted against the measure while Hungary, Romania, Slovenia, and Cyprus abstained. Since early 2026, the calculation and subsequent reduction of the fallback heat and fuel benchmarks have generated significant pushback from industry and member states.
