The European Commission aims to present an MSR reform proposal within the coming months, followed by an ETS proposal in late Q2 or early Q3, climate commissioner Wopke Hoekstra told member states’ environment ministers as he joined the environment council meeting. According to Carbon Pulse, Hoekstra said it was wise to split the two files, since the former has a narrower scope. The proposals will be prepared taking into account the signals that will come from European leaders at the summit on 19-20 March.
