On 19 October, the European Parliament’s environment committee (ENVI) adopted Member of the European Parliament Adam Jarubas’ report on the Commission’s targeted fallback benchmark proposal under the European Union Emissions Trading System (EU ETS). The proposal adjusts the fallback benchmarks to give installations covered by the heat and fuel benchmarks additional free allocation over 2026-2030, using the allowances left unused in the flexibility share.
With the Council’s general approach already adopted, the positions of all three institutions are now set ahead of trilogue negotiations. The analysis compares the Commission proposal, the Council position, and the Parliament position, including the sources and volumes of the additional allocation, the timeline for issuing it, and the outlook for the trilogue.
