ENVI lines up as expected on Liese report; Commission opposes Art. 29a changes

The European Parliament has held its first ENVI debate on Peter Liese’s draft report on the ETS review. While political groups largely stayed within familiar positions, the clearest intervention came from the European Commission, which strongly challenged Liese’s proposed overhaul of the Article 29a price fluctuation mechanism.
