Council position on targeted benchmark proposal

The Council has set out its position on the EU ETS targeted benchmark proposal, proposing changes that would increase the volume of additional free allocation available to industrial installations.

With Parliament already backing a fast-track process, the file is now moving towards a potentially rapid conclusion ahead of planned distribution in 2027.
