Upcoming changes to Romania’s legislation are expected to pave the way for a development of a guarantees of origin (GOs) market and the possibility for GO exports.
Currently, Romanian GOs have no monetary value. The majority of Romania’s wind (3 GW) and solar (1.43 GW) capacities receive incentives under a green certificates scheme which closed for new entrants in 2017. Producers under the scheme tend to transfer their GOs to the suppliers and these are therefore not tradable.
