The European Commission wants to protect existing manufacturing jobs and create new ones by ensuring that at least a share of the cleantech, cars, steel, and other products purchased by EU member states governments are produced on European soil. At the same time, foreign companies are invited to invest in Europe, although on certain conditions, most notably to transfer technology, source from local producers, and reinvest some of the profits in Europe-based R&D.
