Following the Biogas Roadmap released in March, the Spanish government has finally approved a Royal Decree, on May 17th, which leads to the establishment of the system of guarantees of origin (GOs) for renewable gases.
The Council of Ministers, at the request of the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), has approved a Royal Decree for creation of the system of guarantees of origin (GOs) for renewable gases, including renewable hydrogen, biogas or biomethane, that will allow market participants and consumers to differentiate green gases from fossil gas. In line with EU regulations, the Decree also incorporates into the internal legal system the sustainability and greenhouse gas emission reduction criteria which will cover biofuels and bioliquids for transport, electrical uses, and heating and cooling.
In addition, the Royal Decree establishes new targets for advanced biofuels and biogas in transport of at least 0.3% in 2023, 1% in 2025, and 3.5% in 2030.
The creation of the system of guarantees of origin was foreseen in several national agendas, such as the National Energy and Climate Plan 2021-2030 (PNIEC), the Hydrogen Roadmap, the Biogas Roadmap, and the Recovery, Transformation and Resilience Plan.
