After years of regulatory uncertainty, a reckoning is approaching for international aviation carbon policy.
This summer, the European Union will assess whether ICAO’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) remains sufficient as a standalone mechanism for addressing emissions from extra-EEA aviation routes.
The implications are significant.
If the European Commission concludes that CORSIA is adequate, airlines operating extra-EEA routes may retain a lighter compliance burden and gain greater regulatory clarity. If it does not, the EU faces a politically and economically difficult choice: restart broader EU ETS coverage for international aviation and risk renewed diplomatic tensions with trading partners, or accept a weaker emissions outcome.
