ETS revision: quiet before the storm?

On 17 July, the European Commission presented its long-awaited proposal to reform the EU Emissions Trading System (EU ETS) for the period 2031–2040. Over the coming weeks, as politicians pick up on the debate, statements and positioning are likely have impact on carbon prices short and long term.

The proposal seeks to align the EU ETS with the EU’s net 90% emissions reduction target, while placing particular emphasis on helping European industry invest in technologies that can reduce emissions and improve competitiveness.

The proposal also envisages opening the system to the use of international carbon credits and domestic removal units, potentially giving European manufacturers greater flexibility in addressing residual emissions beyond 2040.

The legislative process now moves to the European Parliament and the Council, setting the stage for an important policy autumn.
