The Commission planning document dated 22 April suggests 15 July 2026 as the date for the EU Emission Trading System (EU ETS) review proposal.
This updates changes the planned date for the upcoming EU ETS review proposal. On Monday 20 April, we conveyed 7 July as the likely date, based on a media report. New information today (22 April) changes that to 15 July.
According to a preliminary planning schedule for College of Commissioners meetings in the months to come, the EU executive arm has set 15 July as the tentative date for presenting the draft legislative proposal for the review of the ETS Directive. The planning schedule is date 22 April 2026.
The previously circulated date, 7 July, would have coincided with the European Parliament session in Strasbourg from 6-9 July. The new date suggests the College of Commissioners will adopt the proposal during a regular (Wednesday) meeting in Brussels. The preliminary schedule lists Commission VP Ribera as responsible for the ETS review. She will likely give a press conference to publicly present the proposal.
In late 2025, the Commission published a 2026 work programme that gave Q3 as the estimated time for the review proposals for the ETS Directive and the MSR Decision. After initial comments suggesting ‘before summer’ and ‘July’, Climate Commissioner Hoekstra hinted last winter that the proposal would come after summer. Then, in response to Italy and other countries asking for the review to start right away, von der Leyen intervened to clarify that the proposal would appear in July.
