In December 2025, the Commission extended state aid for indirect emission costs to 20 more sectors, compared to the original 14, which could be expected to drive more market players to use unbundled Guarantees of Origin (GO) or Power Purchase Agreements (PPAs) with bundled GOs to meet the 30 % carbon-free electricity sourcing criterion, among others.
