On 15 March 2023, the Ministry of Ecology and Environment (MEE) released a new allocation plan for the second compliance cycle. Upon a comparative analysis of this plan and the previous allocation plan which was implemented during the first compliance period, this article elaborates the updated benchmarks and borrowing rules, the most important policies introduced in the new allocation plan. Based on that, this article underlines that notwithstanding its absent positive impacts on the liquidity of national carbon market, the new plan is an improvement of the previous allocation plan.
