Linking on the agenda

EU-UK ETS linkage is on the agenda for the upcoming summit on 19 May, with news around the topic driving UKA prices in recent weeks. The two markets have diverged, but policy design may not be the largest hurdle to joining the two markets. The 2011-2020 Swiss-EU ETS linking process demonstrates that contention around other topics could derail an outcome that is generally favoured by both sides of the negotiating table.
