Germany secured another 1.8 GW of offshore wind capacity due online in 2028 using new point-based qualitative criteria alongside willingness-to-pay bidding.
The proportion of renewable electricity used in the manufacturing of the project’s components is one of the qualitative criteria. This could boost demand for guarantees of origin (GOs) from the component suppliers.
On the other hand, successful bidders had to also show a pre-signed agreement for future electricity deliveries from the project to a third party. This PPA-style agreement could reduce the supply of tradable GOs once the project starts commercial operation.
