French Biomethane and the ETS – a new pathway for subsidised GOs

Summary

  • France has introduced legislation to allow GOs from subsidised biomethane production to be used towards ETS obligations.
  • The fraction of biomethane GOs eligible for such use is determined by ETS-obligated sectors’ share of natural gas usage.
  • This share is expected to grow in future, which in addition to increasing biomethane capacity should lead to high demand for GOs from these sectors.
  • Price cap will be determined by ETS price; price floor will depend on GO value determined by competing markets.
