With today’s plenary vote, 379 to 248 (10 abstained), the Parliament has taken a position similar to that of the European Council, keeping the headline target of a 90% reduction, up to 5% use of international credits, a revision clause and postponing ETS2 to 2028. Now, trilogue can start.
Today (13 November), the European Parliament held a plenary vote on the proposed Climate Law amendment to insert a legally binding emission reduction target for 2040. A majority formed by S&D, Renew (Liberals), the Greens, and a number of EPP members endorsed a cross-party compromise text proposed by the Parliament’s Environment Committee. Certain other, more specific amendments were also approved. Lead rapporteur Knotek’s proposal to reject the file was rejected.
The Parliament’s position on the 2040 climate target is now very close to what the member states in the Council decided last week. Most importantly, it keeps the headline emission reduction target at 90%, allows up to 5% of international credits, postpones ETS2 compliance obligations to 2028, and contains a revision clause that can allow for adjustments of the target itself and the enabling conditions.
The file has now been returned to the Environment Committee to begin interinstitutional negotiations (trilogue) with the Council and the Commission.
